Long Term Care Ombudsman Program

Recruits and trains volunteers to visit long-term care facilities. Ombudsmen receive, investigate, and attempt to resolve complaints. Ombudsmen work with residents, family members, and facility staff. Considers patient rights, quality of care, abuse, physical environment, and other related issues. Advocates for better care for all elders. Serves as a witness for nursing home residents signing their durable power of attorney for healthcare services. Provides information and advice to those considering long-term care or trying to choose a facility. Provides advice and assistance with discharge planning for clients leaving long-term care. Also provides training to nursing home personnel and develops resident councils.

Provides the Disability Disaster Access and Resource Center for Napa County. Partners with PG&E to assist residents with Access and Functional Needs in the event of a Public Safety Power Shut Off, PSPS. Services include:
  • Creating a personal or family emergency plan
  • Back-up battery loans
  • Hotel vouchers
  • Utility Medical Baseline Application Assistance
Battery program:  Provides backup battery for customers rely on electricity operated medical devices. Section 8 Program

CalWORKs

Provides temporary cash assistance and support services for income eligible families with children. Issues Electronic Benefits Transfer (EBT) cards with a monthly credit. Requires eligible adult recipients to participate in welfare to work employment services. Offers work preparedness, job development training, and support to address barriers to employment. CalWORKs recipients are automatically eligible to Medi-Cal and may qualify for CalFresh. CalWORKs is the state version of Temporary Assistance to Needy Families (TANF).
